Hulhumalé’s Jaah Flats Near Completion, RCC Confirms Handover to HDC

The remaining construction work on the Jaah Investments’ apartments in Hulhumalé is expected to be completed within this month, with the project set to be officially handed over to the Housing Development Corporation (HDC), the responsible contractor, RCC, confirmed today.

The project, officially known as “The Gardens”, is located in Hulhumalé Phase 1. RCC was awarded the contract to complete the development for MVR 20 million on 2nd June. Although the project initially had a four-month deadline ending on 2nd October, construction is still ongoing to finalize remaining works.

“Only 30 percent of the project had been completed when we took over,” RCC Chairman Mohamed Nazim told Mihaaru News. “We have since been working to finish the rest, which involved a significant amount of work.”

According to a senior HDC official, practical construction only began after completing the necessary administrative procedures. Upon inspection, HDC discovered that substantial portions of the work required adjustments.

“We found that a lot of previous work had to be redone, as it was originally supposed to be completed years ago,” the official said.

Chairman Nazim assured that all pending tasks will be finalized within this month, signaling a long-awaited resolution to a project that has faced years of delays.

The Jaah apartments were initially scheduled for completion within two years, following the project’s start in 2017. However, after eight years, the flats remained unfinished, sparking public frustration.

HDC issued a 30-day notice to Jaah Investments two years ago, demanding completion and payment for the land plot. With no action taken, HDC later set a 45-day deadline before annulling the agreement due to prolonged delays. Jaah Investments challenged the decision in court, but the judiciary did not approve a halt to HDC’s actions.

In October 2023, HDC reported that finishing works had begun, starting from the 10th floor downward. Tasks included plastering, putty application, flooring, and ceiling installation. At that time, officials anticipated completion within six months.

Once completed, The Gardens will feature a total of 83 apartments, including 2+1, 3, and 3+1 layouts. Most units have already been purchased and sold to customers, indicating strong demand for the long-delayed project.

With RCC now stepping in to complete the remaining work, residents and buyers alike can finally expect the handover to HDC, bringing an end to nearly a decade of uncertainty surrounding the development.
