The Housing Development Corporation (HDC) has announced it will begin inspections to determine whether flats allocated under the government’s social housing scheme are being rented out to third parties in violation of agreements.
Previously, the Fahi Dhiriulhun Corporation (FDC) had confirmed similar checks on flats allocated under the Gedhoruveriyaa housing scheme.
In a statement issued today, HDC emphasized that the social housing program is designed to provide affordable homes for low- and middle-income residents. Leasing these flats to others, the corporation said, constitutes a breach of the terms signed between HDC and the flat owner.
HDC officials added that they will identify any flats that have been sublet and take action according to the agreements for those found in violation.
The practice of renting out social housing units has been a recurring problem. The issue drew public attention recently when a three-bedroom flat developed by FDC in Hulhumale’ was advertised for MVR 25,000 per month, even before full handover of the units.
Both FDC and the Ministry of Housing have pledged to investigate such cases and pursue legal action against those who rent out government-subsidized housing.
According to regulations published by the Ministry of Housing in 2022, entire social housing flats cannot be rented out, although owners are allowed to rent a single room within their apartment.
While these rules are included in agreements for both Hiyaa and FDC flats, no units have yet been confiscated for violating the terms. Authorities say ongoing inspections aim to ensure compliance and protect the integrity of the social housing program.

މީގެކުރިން، ފަހި ދިރިއުޅުން ކޯޕަރޭޝަން (އެފްޑީސީ) އިން ވެސް ވަނީ ގެދޮރުވެރިކަން ހައުސިންގ ސްކީމްގެ ދަށުން ދޫކުރި ފްލެޓްތައް މިފަދައިން ޗެކް ކުރާނެ ކަމަށް ބުނެފައެވެ.
އެޗްޑީސީން މިއަދު ނެރުނު ބަޔާނެއްގައި ބުނެފައިވަނީ، ސަރުކާރުގެ ސޯޝަލް ހައުސިންގ ސްކީމް ޑިޒައިން ކޮށްފައިވަނީ ގެދޮރުގެ ދަތިކަން ހުރި ފަރާތްތަކަށް ކުލިހެޔޮ އަގުގައި ތަންތަން ފޯރުކޮށްދިނުމަށް ކަމަށެވެ.
އެހެންކަމުން، މިފަދަ ފްލެޓްތައް އެހެން މީހަކަށް ކުއްޔަށް ދިނުމަކީ އެޗްޑީސީއާ ފްލެޓްގެ ވެރިފަރާތާ ދެމެދު ސޮއިކޮށްފައިވާ އެއްބަސްވުމާ ޚިލާފު ޢަމަލެއް ކަމަށް އެ ކޯޕަރޭޝަނުން ބުނެއެވެ.
އެޗްޑީސީން ބުނީ، ސޯޝަލް ހައުސިންގ ފްލެޓްތައް ސަބްލެޓް ކޮށްފައިވޭތޯ ބަލާނެ ކަމަށާއި، މިގޮތަށް ޤަވާއިދާ ޚިލާފު ވާ ފަރާތްތަކާމެދު އެއްބަސްވުމުގައިވާ ގޮތުގެ މަތިން ޤާނޫނީ ފިޔަވަޅު އަޅާނެ ކަމަށެވެ.
ސޯޝަލް ހައުސިންގ ފްލެޓްތައް ކުއްޔަށް ދޫކުރުމުގެ މައްސަލައަކީ ދިގުދެމިފައިވާ މައްސަލައެކެވެ. މިކަން އެންމެ ބޮޑަށް މަޝްހޫރުވެގެން ދިޔައީ، އެފްޑީސީ އިން ހުޅުމާލޭގައި އަޅާފައިވާ ތިން ކޮޓަރީގެ ފްލެޓެއް، ފްލެޓްތައް މުޅިން ހަވާލު ނުކުރަނީސް 25,000 ރުފިޔާ އަށް ކުއްޔަށް ދޫކުރަން އިޢުލާނު ކުރުމާ ގުޅިގެންނެވެ.
އެފްޑީސީ އާއި ހައުސިންގ މިނިސްޓްރީން ވެސް ވަނީ މިފަދަ މައްސަލަތައް ބަލާނެ ކަމަށާއި، ސަރުކާރުން ސަބްސިޑީ ދީގެން ދޫކުރާ ގެދޮރު ކުއްޔަށް ދޭ ފަރާތްތަކާމެދު ޤާނޫނީ ފިޔަވަޅު އަޅާނެ ކަމަށް ބުނެފައެވެ.
ހައުސިންގ މިނިސްޓްރީން 2022 ވަނަ އަހަރު ނެރުނު ޤަވާޢިދުތަކުގައި ބަޔާންކޮށްފައިވާ ގޮތުގައި މުޅި ސޯޝަލް ހައުސިންގ ފްލެޓް ކުއްޔަށް ދޫކުރުން މަނާ އެވެ. ނަމަވެސް، ފްލެޓްގެ އެއް ކޮޓަރި ވަކިން ކުއްޔަށް ދޫކުރުމުގެ އިޚްތިޔާރު ވެރިފަރާތަށް ލިބިގެންވެއެވެ.
މި ޤަވާޢިދުތައް ހިޔާ ފްލެޓްތަކާއި އެފްޑީސީ ފްލެޓްތަކުގެ އެއްބަސްވުމުގައި ހިމެނިފައިވީ ނަމަވެސް، މިހާތަނަށް އެއްބަސްވުމާ ޚިލާފުވުމުގެ ސަބަބުން ފްލެޓް ނިގުޅައިގެންފައި ނުވާކަން ފާހަގަކުރެވެއެވެ.
