The Maldives Customs Service has made public the names of individuals and companies with long-overdue payments, marking the first release under its new transparency policy. The list, published on Saturday, includes 680 names—a mix of private citizens and registered businesses—with unpaid dues exceeding MVR 10,000.
The move follows a policy introduced by Customs on October 16, aimed at improving accountability and ensuring compliance with import and excise duties. According to officials, the decision to go public came after extensive efforts to recover the debts through other means.
At the top of the list is Sultans of the Sea, a luxury yacht and speedboat company, which owes more than MVR 110 million in unpaid import duties and fines. The amount stems from a court ruling after the company was found to have intentionally misrepresented the value of two imported speedboats over a decade ago.
Customs noted that such cases reflect the importance of stricter enforcement measures and increased transparency in financial recoveries.
The second and third highest amounts on the list are owed by individuals penalized under the Tobacco Control Act.

The second-largest defaulter is Ashraf Waheed of Maafinivaage, Malé, fined over MVR 72 million for illegally importing vapes into the country.

Another unnamed individual ranks third, owing over MVR 48 million for similar tobacco-related violations.
Officials said that most of the listed names belong to individuals fined under tobacco import and sales regulations, reflecting an ongoing challenge in enforcing the act.
According to the Customs policy, names are only made public after the outstanding amount exceeds MVR 10,000 and after all other recovery options have been exhausted. The agency clarified that public disclosure is a last resort, intended to encourage compliance and discourage repeat violations.
Under the new system, Customs plans to update the list every two months, ensuring continued transparency in handling unpaid dues and fines.

އެންމެ ބޮޑު ޢަދަދެއް ދައްކަންޖެހޭ ފަރާތްތައް:
- ސަލްޓަންސް އޮފް ދި ސީ: ލިސްޓުގައިވާ ގޮތުން، ކަސްޓަމްސްއަށް އެންމެ ބޮޑު ޢަދަދެއް ދައްކަންޖެހެނީ ސަލްޓަންސް އޮފް ދި ސީ ކުންފުނިންނެވެ. މި ކުންފުނިން އިމްޕޯޓް ޑިއުޓީއާއި ޖޫރިމަނާގެ ގޮތުގައި 110 މިލިއަން ރުފިޔާއަށްވުރެ ބޮޑު ޢަދަދެއް ދައްކަން ޖެހެއެވެ. މި ފައިސާ ދެއްކުމަށް ކޯޓުން މަޖުބޫރުކުރީ، 12 އަހަރު ކުރިން އެ ކުންފުނިން އެތެރެކުރި ދެ ސްޕީޑް ބޯޓުގެ އަގު ގަސްތުގައި މަޢުލޫމާތު ދިނުމުގައި ގޯސްކޮށް އޮޅުވާލާފައިވާ ކަން ހޯދުމަށް ފަހުގައެވެ.
- އަޝްރަފް ވަޙީދު: ދެވަނައަށް އެންމެ ބޮޑު ޢަދަދެއް ދައްކަންޖެހެނީ މާފަންނިވާގެ، މާލޭ، އަޝްރަފް ވަޙީދު އެވެ. އޭނާ ޖޫރިމަނާ ކުރެވިފައިވަނީ ޤާނޫނާ ޚިލާފަށް ވޭޕް އެތެރެކުރުމުގެ ކުށުގައެވެ. އޭނާ ދައްކަންޖެހޭ ޖޫރިމަނާގެ ޢަދަދު 72 މިލިއަން ރުފިޔާއަށްވުރެ މަތިވެއެވެ.
- ތިންވަނަ ފަރާތް: ތިންވަނައަށް އެންމެ ބޮޑު ޢަދަދެއް ދައްކަންޖެހެނީ ވެސް، ދުންފަތުގެ އިސްތިޢުމާލު ކޮންޓްރޯލް ކުރުމުގެ ޤާނޫނާ ޚިލާފުވުމުގެ ކުށުގައި ޖޫރިމަނާކުރެވިފައިވާ ފަރާތަކުންނެވެ. އެއީ 48 މިލިއަން ރުފިޔާއަށްވުރެ ބޮޑު ޢަދަދެކެވެ.
ކަސްޓަމްސްގެ އުޞޫލު:
ކަސްޓަމްސްގެ އުޞޫލުގައި ބަޔާންކޮށްފައިވާ ގޮތުގައި، ދައްކަންޖެހޭ ފައިސާގެ ޢަދަދު 10,000 ރުފިޔާއަށް ވުރެ އިތުރުވާ ފަރާތްތަކުގެ ނަންތައް ކަސްޓަމްސްއަށް ފައިސާ ނުދެއްކުމުން އަޅާ އެކި ފިޔަވަޅުތަކަށް ފަހު އާންމުކުރާނެއެވެ.
މި ލިސްޓުގައި ހިމެނޭ ގިނަ ފަރާތްތަކަކީ ވެސް ދުންފަތުގެ އިސްތިޢުމާލު ކޮންޓްރޯލް ކުރުމުގެ ޤާނޫނާ ޚިލާފުވުމުގެ ސަބަބުން ޖޫރިމަނާ ކުރެވިފައިވާ ފަރާތްތަކެވެ.
ކަސްޓަމްސްއިން ވަނީ ފައިސާ ނުދައްކާ ފަރާތްތަކުގެ ލިސްޓު ކޮންމެ ދެ މަހުން އެއް މަހު އާންމުކުރަން ނިންމާފައެވެ.
