Parliament’s Public Accounts Committee (PAC) has revealed allegations of financial irregularities involving Assistant Commissioner of Police and Hulhumalé Police Station Head Mohamed Dawood, along with certain members of his family. The revelations have prompted an in-depth investigation into the sources of his income and investments.
The PAC’s sub-committee, chaired by Deputy Speaker Ahmed Nazim, reported that substantial sums of money of unclear origin were deposited into Dawood’s accounts during 2023 and 2024. Nazim emphasized that police officers are barred from participating in business activities, and Dawood is known to hold no official business interests.
Investigators also discovered rental income from a property, Ma. Thulhamudhige, was being deposited into Dawood’s and his wife’s accounts despite neither being the owner. The sub-committee is probing how Dawood financed the property, which reportedly involved MVR 10.5 million.
In addition, Dawood is reported to have purchased an apartment constructed by FW Construction for MVR 4.1 million. The payment was made in 10 cash installments and later transferred to his child. Taken together, these property investments amount to approximately MVR 14.6 million.
The committee also highlighted concerns regarding Dawood’s potential influence in the awarding of a MVR 66 million police body camera project during former Police Commissioner Mohamed Hameed’s tenure. The project, reportedly awarded through a single-source contract, is currently under investigation by the Anti-Corruption Commission (ACC).
Further scrutiny has been applied to Polco’s catering contracts. Nazim noted that some contracts, initially meant for five years, were extended to ten, often to the detriment of the company. Additionally, inconsistencies were identified in food and beverage expenditures, which totaled 564 million cans between 2017 and July 2025.
The ACC has reportedly uncovered additional concerns related to Dawood’s financial activities but has kept details confidential due to ongoing investigations.

- ވިޔަފާރީގެ މަނާކަން: ފުލުހުން ވިޔަފާރީގެ މަސައްކަތްތަކުގައި ބައިވެރިވުން މަނާ ކަމަށާއި، ދާއޫދުގެ ނަމުގައި ރަސްމީ އެއްވެސް ވިޔަފާރީގެ ހިއްސާއެއް ނެތް ކަމަށް ނާޒިމް ފާހަގަކުރެއްވިއެވެ.
މަޢުލޫމާތު ހާމަވެފައިވާ ގޮތުގައި، މ. ތުޅަހަމުދިގެ ނަމަކަށް ކިޔާ އިމާރާތެއްގެ ކުލި ދާއޫދާއި އޭނާގެ އަނބިކަނބަލުންގެ އެކައުންޓުތަކަށް ޖަމާކޮށްފައިވެއެވެ. ނަމަވެސް، އެ ގޯތީގެ އިޤްރާރުގައި އެ ދެމީހުންގެ ތެރެއިން އެއްވެސް މީހަކު އެތަނުގެ ވެރިއެއް ނޫނެވެ.

- ފަހުން މި އެޕާޓްމަންޓުގެ ވެރިފަރާތް ވަނީ އޭނާގެ ކުއްޖެއްގެ ނަމަށް ބަދަލުކޮށްފައެވެ.
މި ދެ އިންވެސްޓްމަންޓްގެ ޖުމްލަ އަގު 14.6 މިލިއަން ރުފިޔާ އަށް އަރައެވެ.

- ބޮޑީ ކެމެރާގެ މަޝްރޫޢު: ކުރީގެ ކޮމިޝަނަރ އޮފް ޕޮލިސް މުހައްމަދު ހަމީދުގެ ދައުރުގައި 66 މިލިއަން ރުފިޔާގެ ބޮޑީ ކެމެރާ މަޝްރޫޢެއް އެއް ފަރާތަކަށް ދީފައިވާ މައްސަލާގައި ދާއޫދުގެ ނުފޫޒު ހުރެދާނެ ކަމުގެ ތުހުމަތުކޮށްފައިވެއެވެ. މި މައްސަލަ އެންޓި ކޮރަޕްޝަން ކޮމިޝަން (އޭސީސީ) އިން ދަނީ ބަލަމުންނެވެ.
- ޕޮލްކޯގެ ކެޓަރިންގ ކޮންޓްރެކްޓްތައް: ޕޮލްކޯ (ޕޮލިސް ކޯޕަރޭޓިވް ވެލްފެއަރ ޑިވެލޮޕްމަންޓް ސާރވިސަސް) އިން ކެޓަރިންގއަށް ދީފައިވާ ކޮންޓްރެކްޓްތައް އަހަރުތަކެއް ވަންދެން ދިގުދައްމާ ޕޮލްކޯއަށް ގެއްލުން ލިބިފައިވާ ކަމަށް ނާޒިމް ވިދާޅުވިއެވެ. 2017 އިން ޖުލައި 2025 އާ ހަމައަށް ކާނާ އާއި ބުއިމުގެ ޚަރަދުތަކުގައި 564 މިލިއަން ރުފިޔާ ގެ ނުގުޅުންތަކެއް ފާހަގަކުރެވިފައިވާ ކަމަށް ވެއެވެ.
ނާޒިމް އިތުރަށް ވިދާޅުވީ، ދާއޫދުގެ މައްސަލާގައި އޭސީސީން އިތުރު މައްސަލަތައް ފާހަގަކޮށްފައިވާ ނަމަވެސް، ސިއްރު މައުލޫމާތު ކަމަށްވާތީ އެ ތަފްސީލުތައް ހާމަކުރެއްވުމުގެ އުނދަގޫ އެބަހުރި ކަމަށެވެ.
