Hulhumalé South MP Ahmed Shamheed has called for Hulhumalé to be officially recognised as a separate city, independent from Malé.
Shamheed argued that Hulhumalé’s character and governance needs differ significantly from Malé, making a dedicated city council essential. “Hulhumalé is a city with unique features and diversity, far different from Malé. It deserves its own independent city council,” he said.
According to the MP, having a separate administrative body would allow decisions to reflect the priorities of residents who live and work in Hulhumalé. He stressed that it is impractical for representatives from another city to govern a community they do not live in or fully understand.
At present, Hulhumalé falls under the Malé City Council, although most municipal services are handled by the Housing Development Corporation (HDC)—with the exception of the cemetery. Shamheed highlighted that this arrangement limits the council’s authority and responsiveness to local needs.
He urged Parliament and President Dr Mohamed Muizzu to formally recognise Hulhumalé as a separate constituency and city, suggesting that this could be included in upcoming amendments to the local council act.
Shamheed’s proposal mirrors concerns previously voiced by former President Dr Mohamed Muizzu and former Hulhumalé councillor Ibrahim Shujau, who have long advocated for municipal services in Hulhumalé to transition from HDC to a city council.
The call also comes amid broader discussions on local governance in the Maldives. An opinion poll conducted in Addu City on 25 October showed residents of Hulhudhoo and Meedhoo voted to secede from the Addu City Council, while Feydhoo chose to remain under its administration. This development highlights a growing interest in more localized governance structures across the country.
With Hulhumalé rapidly developing and its population growing, local leaders argue that an independent city council could improve decision-making, municipal efficiency, and responsiveness to the community’s needs. Shamheed’s proposal is expected to spark debate among policymakers and residents alike.

ޝަމްހީދު ވިދާޅުވީ، ހުޅުމާލެއަކީ މާލެއާ ޚިލާފު ޚާއްސަ ސިފަތަކަކާއި ތަފާތު ވެރިކަމުގެ ނިޒާމެއް ހިނގަމުންދާ ތަނެއް ކަމަށެވެ. އެހެންކަމުން، އެ ރަށަށް ވަކި އިދާރީ ހަށިގަނޑެއް އޮތުމުން، އެ ސަރަޙައްދުގައި ދިރިއުޅޭ އަދި މަސައްކަތްކުރާ ރައްޔިތުންގެ އެންމެހައި މަޞްލަޙަތުތަކަށް އެންމެ ފައިދާހުރި ގޮތުގައި ނިންމުންތައް ނިންމުމުގެ ފުރުސަތު ލިބިގެންދާނެ ކަމަށް އޭނާ ވިދާޅުވިއެވެ.
މިހާރު ހުޅުމާލެ ހިނގަނީ މާލެ ސިޓީ ކައުންސިލްގެ ދަށުން ނަމަވެސް، ގަބުރުސްތާން ފިޔަވައި އެހެން ގިނަ ޚިދުމަތްތައް ދަނީ ހައުސިންގ ޑިވެލޮޕްމަންޓް ކޯޕަރޭޝަން (އެޗްޑީސީ) އިންނެވެ. މިކަމުގެ ސަބަބުން ހުޅުމާލެއަށް މާލޭ ސިޓީ ކައުންސިލްގެ ބާރު ވަރަށް ކުޑަވާކަން ޝަމްހީދު ފާހަގަކުރެއްވިއެވެ.
އެހެންކަމުން، ހުޅުމާލެއަކީ ރަސްމީކޮށް ވަކި ދާއިރާއެއްގެ ގޮތުގައި އަދި ވަކި ސިޓީއެއްގެ ގޮތުގައި ބަލައިގަތުމަށްޓަކައި، ރައްޔިތުންގެ މަޖިލީހާއި ރައީސް ޑރ. މުޙައްމަދު މުޢިއްޒު ފިޔަވަޅު އަޅުއްވައިދެއްވުމަށް އޭނާ ވަނީ ގޮވާލައްވައިފައެވެ.
މިގޮތަށް ހުޅުމާލެއަށް ވަކި ވެރިކަމެއް ބޭނުންވާކަމަށް ކުރިން ވެސް ގޮވާލައްވާފައިވަނީ ކުރީގެ ރައީސް އަދި ހުޅުމާލޭގެ ކުރީގެ ކައުންސިލަރު އިބްރާހިމް ޝުޖާއު ވެސްމެއެވެ. އެ ބޭފުޅުން ވެސް ވަނީ ހުޅުމާލޭގެ މުނިސިޕަލް ޚިދުމަތްތައް އެޗްޑީސީގެ އަތުން ސިޓީ ކައުންސިލާ ޙަވާލުކުރުމަށް ވަކާލާތުކުރައްވާފައެވެ.
ޝަމްހީދު މިކަމަށް ގޮވާލާފައި މިވަނީ، އޮކްޓޫބަރު 25 ގައި އައްޑޫ ސިޓީގައި ބޭއްވި ނަޒަރިއްޔަތު ހޯދުމުގެ ވޯޓެއްގައި ހުޅުދޫ އާއި މީދޫގެ ރައްޔިތުން އެ ސިޓީ ކައުންސިލުން ވަކިވުމަށް ވޯޓުދީފައި ވަނިކޮށެވެ. ނަމަވެސް ފޭދޫގެ ރައްޔިތުން ވޯޓުދީފައި ވަނީ އައްޑޫ ސިޓީގެ ދަށުގައި ބަހައްޓަން ކަމަށްވެސް ޚަބަރުތައް ބުނެއެވެ.
