MP Meekail Ahmed Nasym, representing South Galolhu, has formally submitted a bill to Parliament aiming to repeal the Freedom of Peaceful Assembly Act. The bill is scheduled for discussion during tomorrow’s parliamentary session.
In his official letter to Parliament, Meekail emphasized that Article 32 of the Maldivian Constitution guarantees every citizen the right to assemble peacefully without requiring prior government approval. “The primary aim of presenting the bill is to give people the greatest chance to fully enjoy the freedoms protected by the Constitution,” he stated.
The MP further clarified that repealing the Act would not jeopardize public order, noting that existing laws already equip the Maldives Police Service with sufficient authority to maintain safety during public gatherings.
The Act was originally enacted under former President Abdulla Yameen’s administration. At the time, the Maldivian Democratic Party (MDP), then in opposition, strongly opposed the legislation and staged several protests and rallies against it.
Despite winning a parliamentary supermajority following the 2019 elections, the MDP did not take steps to amend or repeal the law, leaving it in force. Meekail’s proposal marks a renewed effort to address what opposition lawmakers have long criticized as an unnecessary restriction on civil liberties.
Tomorrow’s session will not only focus on Meekail’s bill but also a resolution calling for a nationwide ban on shark hunting and fishing. This initiative is sponsored by Mohamed Abbas, MP for Velidhoo, and aligns with the government’s recent review of marine conservation policies.
The regulation governing gulper shark fishing was released last week, permitting up to 40 vessels to operate under government-issued permits. President Dr. Mohamed Muizzu had announced on 26 August that gulper shark fishing would resume from 1 November, following consultations with local communities in HDh Kulhudhuffushi.
The announcement has sparked concern among environmental groups and marine scientists. More than 60 local and international organisations, alongside 50 scientists, have urged the government to reconsider and halt plans to re-establish a gulper shark fishery, citing ecological risks.

މެމްބަރު މީކާއީލް މަޖިލީހަށް ފޮނުއްވި ސިޓީގައި ވިދާޅުވެފައިވާ ގޮތުގައި، ދިވެހިރާއްޖޭގެ ޤާނޫނުއަސާސީގެ 32 ވަނަ މާއްދާ އިން ކޮންމެ ފަރުދަކަށް ވެސް، ދައުލަތުގެ ކުރިން ހުއްދަ ނުނަގައި ސުލްހަވެރިކަމާއެކު އެއްވެ އުޅުމުގެ ހައްގު ކަށަވަރުކޮށްދެއެވެ.
މީކާއީލް ވިދާޅުވީ، މި ބިލުގެ މައިގަނޑު މަޤްޞަދަކީ ރައްޔިތުންނަށް ޤާނޫނުއަސާސީން ރައްކާތެރިކަން ލިބިދޭ މިނިވަންކަން ފުރިހަމައަށް މިނިވަންކަމާއެކު ތަޖުރިބާ ކުރުމުގެ ފުރުސަތު ހޯދައިދިނުން ކަމަށެވެ.
އޭނާ އިތުރަށް ވިދާޅުވީ، ގާނޫނު އުވާލުމަކުން ޢާންމު މަސްލަހަތު ނުރައްކަލުގެ ތެރެއަށް ނުދާނެ ކަމަށެވެ. އެކަމަށްޓަކައި ޢާންމު އެއްވުންތަކުގައި ރައްކާތެރިކަން ކަށަވަރުކުރުމަށް ފުލުހުންނަށް މިހާރު ހުރި ގާނޫނުތަކުން ފުދޭވަރަށް ބާރު ލިބިފައިވާނެ ކަމަށް ވެސް އޭނާ ފާހަގަކުރެއްވިއެވެ.
މާދަމާގެ މަޖިލީސް އެޖެންޑާގައި މީކާއީލްގެ ބިލުގެ އިތުރުން ދިވެހިރާއްޖޭގައި މިޔަރުގެ ވައްތަރުތައް ހިފުމާއި މިޔަރުގެ މަސްވެރިކަން މުޅިން މަނާކުރުމަށް ގޮވާލާ ގަރާރެއް ވެސް ހިމެނެއެވެ.
އެ ގަރާރު މަޖިލީހަށް ހުށަހެޅުއްވީ ވެލިދޫ ދާއިރާގެ މެމްބަރު މުޙައްމަދު ޢައްބާސް އެވެ. މި ގަރާރަށް މަޝްވަރާކުރުމަށް ހަމަޖެހިފައިވަނީ، މޫދުގެ ދިރުންތައް ރައްކާތެރިކުރުމުގެ ސިޔާސަތުތައް އަލުން މުރާޖާކުރުމަށް ސަރުކާރުން މިފަހުން ނިންމާފައިވާ ނިންމުމާ ގުޅުވައިގެންނެވެ.
މިދިޔަ ހަފްތާގައި ސަރުކާރުން ވަނީ ގަލްޕަރ ޝާރކް މަސްވެރިކަމާ ގުޅޭ ޤަވާޢިދު ޢާންމުކޮށް، ގިނަވެގެން 40 ނައު އަށް މި މަސްވެރިކަން ކުރުމުގެ ހުއްދަ ދީފައެވެ.
ރައީސް ޑރ. މުޙައްމަދު މުޢިއްޒު ވަނީ މީގެ ކުރިން އޮގަސްޓް 26 ވަނަ ދުވަހު ހދ. ކުޅުދުއްފުށީގެ ރައްޔިތުންނާ ބައްދަލުކުރައްވައި ވާހަކަ ދައްކަވަމުން ނޮވެމްބަރު 1 އިން ފެށިގެން ގަލްޕަރ ޝާރކް މަސްވެރިކަން ހުއްދަ ކުރައްވާނެ ކަމަށް އިޢުލާން ކުރައްވާފައެވެ. ނަމަވެސް މި ނިންމުމާ ގުޅިގެން 60 އަށް ވުރެ ގިނަ ދިވެހި އަދި ބައިނަލްއަޤްވާމީ ޖަމާޢަތްތަކާއި 50 ސައިންސްވެރިން ވަނީ، ގަލްޕަރ ޝާރކް މަސްވެރިކަން އަލުން ފެށުމުގެ ރޭވުން ހުއްޓާލުމަށް ސަރުކާރަށް ގޮވާލާފައެވެ.
