Criminal Court has sentenced former Football Association of Maldives (FAM) President Bassam Adeel Jaleel to four years in jail after finding him guilty of fraud and money laundering involving funds provided by FIFA.
According to the court verdict, Bassam transferred USD 10,000 (approximately MVR 154,000) from FAM’s account to his personal account in 2018. The money had been deposited by FIFA for football development projects in the Maldives. After bank charges were deducted, USD 9,999 ended up in Bassam’s personal account.
Presiding Judge Ismail Shafeeu stated that both documentary evidence and Bassam’s own admissions confirmed the transfer.
During the trial, Bassam claimed the funds were part of his presidential allowance from FAM. However, Judge Shafeeu dismissed that defense, explaining that FAM had already allocated a separate allowance fund days before the transfer occurred. Therefore, the court ruled that the USD 9,999 could not be considered an official allowance.
The court also found that foreign currency sales had taken place between Bassam and FAM, yet the organization never received the equivalent amount in Maldivian rufiyaa. Evidence showed that Bassam used the funds for personal purchases, including luxury goods bought in Singapore.
While the standard punishment for the offense is one year and seven months, prosecutors argued for a heavier sentence due to Bassam’s position of authority at the time of the crime. They emphasized that misusing FIFA funds intended to support national football amounted to a serious breach of public trust.
In contrast, Bassam’s defense lawyer urged the court to reduce the sentence, noting that his client had no prior criminal record. When given a chance to speak before sentencing, Bassam declined to comment.
Judge Shafeeu ultimately sided with the prosecution, stressing that Bassam had diverted funds meant for the development of Maldivian football for his own benefit. The court determined that this misuse of power warranted the maximum penalty.
“The evidence clearly shows that the funds were spent for personal purposes, and repayment has not been made to this day,” said Judge Shafeeu during sentencing.
As a result, Bassam was sentenced to four years in prison for the fraud conviction.
Although Bassam was also charged with money laundering, the court has not yet issued a verdict on that count. The Prosecutor General’s Office confirmed that Bassam faces additional charges involving the misuse of FAM funds, with separate trials currently underway.

ބައްސާމްގެ މައްޗަށް ދައުވާ އުފުލިފައިވަނީ، 2018 ވަނަ އަހަރު ފީފާއިން އެފް.އޭ.އެމްގެ އެކައުންޓަށް ޖަމާކުރި ފައިސާގެ ތެރެއިން 10،000 އެމެރިކާ ޑޮލަރު (154،000 ދިވެހި ރުފިޔާ) ބޭންކަށް ލިޔެކިޔުންތައް ހުށަހަޅައިގެން އޭނާގެ އަމިއްލަ އެކައުންޓަށް ނާޖާއިޒުކޮށް ޓްރާންސްފަރ ކޮށްފައިވާ މައްސަލައެއްގައެވެ. ބޭންކު ޗާޖު އުނިކުރުމަށްފަހު ބައްސާމްގެ އެކައުންޓަށް ޖަމާކުރެވިފައިވަނީ 9،999 އެމެރިކާ ޑޮލަރެވެ.
މި މައްސަލަ ބެއްލެވި ޤާޟީ އިސްމާޢީލް ޝަފީޢު ވިދާޅުވީ، ފައިސާ ނެގި ލިޔެކިޔުންތަކާއި، ބައްސާމްގެ އަމިއްލަ ބަސްދީގަތުންތަކުންވެސް ފައިސާ ޖަމާކުރެވިފައިވަނީ އޭނާގެ އެކައުންޓަށްކަން ސާފުވާ ކަމަށެވެ.
ބައްސާމް އެ ފައިސާއަކީ އެފް.އޭ.އެމްގެ ރައީސްގެ ހައިސިއްޔަތުން އޭނާއަށް ލިބެންޖެހޭ އެލަވަންސްގެ ފައިސާ ކަމަށް ބުނެފައިވީ ނަމަވެސް، އެލަވަންސްގެ ގޮތުގައި އެ ފައިސާ އޭނާގެ އެކައުންޓަށް ޖަމާކުރުމުގެ ކުރިން އެފް.އޭ.އެމުން ރައީސްގެ އެލަވަންސް ފައިސާ އަސްލު ދޫކޮށްފައިވާތީ، 9،999 އެމެރިކާ ޑޮލަރަކީ އެލަވަންސެއްގެ ގޮތުގައި ބެލެވޭނެ ފައިސާއެއް ނޫން ކަމަށް ޤާޟީ ޝަފީޢު ވިދާޅުވިއެވެ.
ޤާޟީ ޝަފީޢު އިތުރަށް ވިދާޅުވީ، ހެކިތަކުން އެނގޭ ގޮތުގައި ޑޮލަރު ވިއްކުމުގެ މުޢާމަލާތްތައް އޭނާއާއި އެފް.އޭ.އެމްއާ ދެމެދު ހިނގާފައިވީ ނަމަވެސް، އެ ފައިސާގެ ދިވެހި ރުފިޔާގެ އަގު އެފް.އޭ.އެމަށް ލިބިފައިނުވާ ކަމަށެވެ. އަދި ޑޮލަރު ބައްސާމް ބޭނުންކޮށްފައިވަނީ އަމިއްލަ ކަންކަމަށް ކަން ހެކިތަކުން ސާބިތުވާތީ، ފްރޯޑްގެ ކުށް އޭނާގެ މައްޗަށް ސާބިތުވާ ކަމަށް ޤާޟީ ޝަފީޢު ވަނީ ކަނޑައަޅުއްވާފައެވެ.

ކުށް ސާބިތުވުމާއި ގުޅިގެން، ހުކުމް ކަނޑައެޅުމުގެ މަޝްވަރާތައް ކުރިއަށްގެންދިޔައެވެ. ދައުލަތުގެ ވަކީލުން ބުނީ، މިފަދަ ކުށެއްގެ އަދަބަކީ ގާނޫނުގައި އެއް އަހަރާއި 7 މަސްދުވަހުގެ ޖަލު ހުކުމެއް ކަމަށް ބަޔާންކޮށްފައިވީ ނަމަވެސް، ބައްސާމް އެ ކުށް ކޮށްފައިވަނީ އެފް.އޭ.އެމްގެ ރައީސްކަން ކުރައްވަމުން ގެންދެވި ދުވަސްވަރު ކަމަށްވާތީ، އަދަބު އިތުރުކޮށް ހަތަރު އަހަރުގެ ޖަލު ހުކުމެއް ދިނުމަށް އެދުނެވެ.
ނަމަވެސް، ބައްސާމްގެ ދިފާޢީ ވަކީލު ވަނީ އޭނާގެ މައްޗަށް ކުރިން އެއްވެސް ޖިނާއީ ރެކޯޑެއް ނެތް ކަމަށް ބުނެ، ޤާނޫނުގައި ބަޔާންކުރާ އަދަބަށްވުރެ ކުޑަ އަދަބެއް ދިނުމަށް އެދިފައެވެ. ޤާޟީ ޝަފީޢު، ބައްސާމަށް އޭނާގެ އަދަބާ މެދު ބުނާނެ އެއްޗެއް ވޭތޯ އެއްސެވުމުން، އޭނާ ވަނީ ބުނާނެ އެއްޗެއް ނެތް ކަމަށް ވިދާޅުވެފައެވެ.
ހުކުމް އިއްވަމުން ޤާޟީ ޝަފީޢު ވަނީ، ފައިސާ ޖަމާކުރި ދުވަސްވަރު ބައްސާމް ސިންގަޕޫރުން އަގު ބޮޑެތި މުދާތައް ގަތުމަށް މުޢާމަލާތްތައް ހިންގާފައިވާ ކަމަށާއި، މިހާތަނަށްވެސް އެ ފައިސާ އަނބުރާ ނުދައްކާ ކަމަށް ވެސް ފާހަގަކުރައްވާފައެވެ.
ޤާޟީ ޝަފީޢު ނިންމެވީ، އެފް.އޭ.އެމްގެ ރައީސްގެ މަޤާމުގައި ހުންނަވައިގެން ދިވެހި ފުޓްބޯޅަ ކުރިއެރުވުމަށް ހާއްސަކުރި ފައިސާ އަމިއްލަ ބޭނުންތަކަށް ބޭނުންކޮށްފައިވާތީ، ދައުލަތުގެ ވަކީލުންގެ އެދުން ޤަބޫލުކުރައްވައި އެންމެ އިސް އަދަބު ކަމަށްވާ ހަތަރު އަހަރު ދުވަހުގެ ޖަލު ހުކުމެއް ބައްސާމަށް އިއްވުމަށެވެ.
ބައްސާމްގެ މައްޗަށް މަނީ ލޯންޑަރިންގެ ދައުވާއެއްވެސް ދައުލަތުން އުފުލާފައިވީ ނަމަވެސް، އެ ދައުވާއަށް މިއަދު އަދަބެއް ކަނޑައަޅާފައި ނުވެއެވެ. މީގެ އިތުރުން އެފް.އޭ.އެމްގެ ފައިސާއާ ގުޅުން ހުރި އިތުރު ދައުވާތަކެއްވެސް ބައްސާމްގެ މައްޗަށް އުފުލާފައިވާ ކަމަށާއި، އެ މައްސަލަތަކުގެ ޝަރީޢަތްތައް ކުރިއަށްދާނެ ކަމަށް ވަނީ މައުލޫމާތު ލިބިފައެވެ.
