The Ministry of Finance has officially implemented the long-awaited changes to civil servants’ salaries, with the new pay structure taking effect today.
Comprehensive Salary Update Across Civil Service Sectors
According to the Ministry, the updated salary framework is detailed in newly released job matrices covering a wide range of government sectors. These include Business and Administrative Services, Education, Health, ICT, Legal and Social Services, Protective Services, and the Science and Built Environment sectors, among others.
Each job matrix provides an in-depth breakdown of the revised pay structure, outlining salary scales according to job classifications, ranks, professional licences, training requirements, educational qualifications, and years of experience. The matrices also highlight the primary responsibilities tied to each position, aiming to bring greater transparency and consistency across the public workforce.
Part of the National Pay Harmonisation Initiative
This salary revision is part of the government’s broader pay harmonisation initiative, which seeks to create a fair and unified salary framework across all public institutions — including the civil service, judiciary, police, and defence forces. The harmonisation plan was first launched during former President Ibrahim Mohamed Solih’s administration to address long-standing disparities in government pay.
Earlier phases of the initiative had already brought significant pay raises for teachers, nurses, and security personnel. The latest rollout fulfills President Dr. Mohamed Muizzu’s pledge to extend these benefits to the remaining civil servants, along with judicial staff and local council employees, starting from 1 November.
Budget Allocation and Government Commitment
To support the new pay scheme, the government allocated MVR 500 million in the 2024 national budget. Finance Minister Moosa Zameer confirmed in October that these funds would cover the salary increases for the remaining civil service and judicial employees, ensuring the government’s financial readiness for this transition.
The Ministry emphasised that the updated salary structure reflects the administration’s ongoing effort to enhance equity, motivation, and professionalism within the public sector. As the harmonisation plan continues, thousands of civil servants across the Maldives are expected to benefit from more standardised and transparent compensation packages — marking a significant step toward a fairer and more efficient public service.

ޖޮބް މެޓްރިކްސްތަކުގައި، މަސައްކަތުގެ ބާވަތާއި، ޢާންމު ޚިދުމަތުގެ ރޭންކާއި، ޕްރޮފެޝަނަލް ލައިސަންސްތަކާއި ތަމްރީނަށް ބޭނުންވާ މިންވަރުގެ އިތުރުން، ތަޢުލީމީ ފެންވަރާއި ތަޖުރިބާ އަދި ކޮންމެ މަޤާމަކާ ގުޅޭ މައިގަނޑު މަސްއޫލިއްޔަތުތަކަށް ބަލައި މުސާރައިގެ އޮނިގަނޑު ވަނީ ތަފްޞީލުކޮށްދީފައެވެ.
މި މުސާރަ ބަދަލުކުރުމަކީ ސަރުކާރުގެ "ޕޭ ހާމަނައިޒޭޝަން" މަޝްރޫޢުގެ ދަށުން ކުރިއަށްދާ މަސައްކަތެކެވެ. މި މަޝްރޫޢުގެ މަޤްޞަދަކީ ސިވިލް ސަރވިސް، ޢަދާލަތުގެ މުވައްޒަފުން، ފުލުހުން އަދި ދިފާޢީ ބާރުތައް ވެސް ހިމެނޭހެން، ޢާންމު ދައުލަތުގެ މުއައްސަސާތަކުގެ މުސާރައިގެ އޮނިގަނޑު އެއްގޮތްކޮށް، ހަމަހަމަ ގޮތެއްގައި ކަނޑައެޅުމެވެ.
މުސާރަ ހަމަޖެއްސުމުގެ މި މަސައްކަތުގެ ކުރީގެ ފިޔަވަހިތަކުގައި މުސާރަ ބޮޑުކުރެވިފައި ވަނީ ނަރުހުންނާއި، ޓީޗަރުންނާއި އަދި ސެކިއުރިޓީގެ ޚިދުމަތްތެރިންގެ މުސާރައެވެ. މި ފަހަރުގެ ބަދަލަކީ ރައީސް ޑރ. މުޙައްމަދު މުޢިއްޒު، ސެޕްޓެމްބަރު މަހު ވެވަޑައިގެންނެވި ވައުދެއް ފުއްދެވުމެވެ. އެ ވައުދުގައި، ބާކީ ތިބި ސިވިލް ސަރވިސް މުވައްޒަފުންނާއި ޢަދާލަތުގެ މުވައްޒަފުންނާއި އަދި ކައުންސިލްގެ މުވައްޒަފުންނަށް ނޮވެންބަރު 1 އިން ފެށިގެން މުސާރަ ބޮޑުކުރައްވާނެ ކަމަށް ވަނީ ވިދާޅުވެފައެވެ.
ފައިނޭންސް މިނިސްޓަރ މޫސާ ޒަމީރު 2024 ވަނަ އަހަރުގެ އޮކްޓޫބަރު މަހު ވިދާޅުވެފައިވާ ގޮތުގައި، މި އަހަރުގެ ދައުލަތުގެ ބަޖެޓުގައި މި މަޝްރޫޢަށް 500 މިލިއަން ރުފިޔާ ވަނީ ޚާއްޞަކޮށްފައެވެ. މި ފައިސާ ބޭނުންކުރާނީ މި ބަދަލުތަކުގެ ސަބަބުން އިތުރުވާ މުސާރަ ދިނުމަށް ކަމަށް އޭނާ ވިދާޅުވިއެވެ.
