Authorities have arrested four individuals, including two well-known businessmen and senior customs officials, in connection with the disappearance of 13.6 million cigarettes seized by Maldives Customs Service in April 2024 and stored at MPL Hulhumalé Port.
Police confirmed that the suspects were key figures in orchestrating and executing the disappearance of the massive cigarette shipment, which carried an import duty value exceeding MVR 120 million.
According to Customs, the cigarettes were originally confiscated after being discovered hidden among a plywood shipment at the Hulhumalé International Terminal on April 26, 2024. The containers, imported under the name of Saudi Arabia’s Binladin Group, were seized as part of a smuggling investigation and later handed over to Maldives Ports Limited (MPL) for safekeeping.
However, the cigarettes mysteriously went missing from the port last Wednesday night. Police began an extensive investigation soon after, searching multiple vehicles and premises believed to be connected to the case.
Officials revealed that 12 individuals have been barred from leaving the country while the probe continues. “We are conducting additional operations and will release more details as the investigation moves forward,” police said in a statement.
The arrested suspects include Apollo Holdings CEO Mohamed Waheed (commonly known as Dhigali) and Lotus owner Ahmed Arif (Aattey). Both are well-known figures in the Maldivian business community.
The other two suspects are former Senior Superintendent of Customs Muaz Ali (H. New Happiness) and Customs Department officer Ziwar Ismail, who was stationed at Hulhumalé Port.
Sources say the four are believed to have coordinated the removal of the seized cigarettes from the port. Investigators suspect that the consignment was transported by marine vessel, with attempts made to disable or cover CCTV cameras during the operation.
Muaz Ali, one of the arrested officers, is no stranger to controversy. Earlier this year, the Anti-Corruption Commission (ACC) forwarded a separate bribery case against him to the Prosecutor General’s Office, accusing him of soliciting bribes for importing 430 cases of cigarettes.
Muaz currently serves as General Manager (Engineering Projects) at the Maldives Industrial Fisheries Company (MIFCO).
Customs confirmed that the confiscated cigarettes violated the Regulation on Packaging and Labeling of Tobacco Products, which requires all cigarette imports to feature health warnings and labels approved by Maldivian authorities. The smuggled shipment did not meet these requirements and was being held pending further investigation when it disappeared.
The consignment consisted of 1,360 cases packed into two 40-foot containers—equal to 13.6 million individual cigarettes. Officials estimate the lost import duty amounts to over MVR 100 million, representing a major financial loss to the state.
While four individuals have been arrested under court order, police have yet to detain those who physically removed the cigarettes from the port. Authorities have pledged to continue the investigation and bring all involved parties to justice.
“This is a serious breach involving both private and public sector actors,” a senior customs source said. “We are committed to uncovering how such a large quantity of seized goods vanished from a secured facility.”
The case has raised public concern over security lapses at state-run facilities and the potential collusion between officials and private businesses in large-scale smuggling operations.

ސިނގިރޭޓް ގެއްލުވާލީ ކިހިނެއް؟
ކަސްޓަމްސްއިން ބުނިގޮތުގައި، މި ސިނގިރޭޓްތައް ހުޅުމާލެ އިންޓަރނޭޝަނަލް ޓާމިނަލުން ހިފެހެއްޓީ 2024 ވަނަ އަހަރުގެ އެޕްރީލް މަހުގެ 26 ވަނަ ދުވަހު ޕްލައިވުޑް ޝިޕްމަންޓެއްގެ ތެރެއިން ވަގަށް އެތެރެކުރި ތަކެތި ފެނުމުންނެވެ. ސަޢުދީ ޢަރަބިއްޔާގެ ބިންލާދިން ގްރޫޕްގެ ނަމުގައި ގެނައި މި ކޮންޓެއިނަރތައް ހިފެހެއްޓުމަށް ފަހު ރައްކާތެރިކަމަށްޓަކައި މޯލްޑިވްސް ޕޯޓްސް ލިމިޓެޑް (އެމްޕީއެލް) އާ ހަވާލުކުރިއެވެ.

މި ޝިޕްމަންޓްގައި ދެ 40 ފޫޓް ކޮންޓެއިނަރުގައި ޖުމްލަ 1,360 ކޭސް ހުއްޓެވެ. މިއީ ޖުމްލަ 13.6 މިލިއަން ސިނގިރޭޓް އެވެ. އޮފިޝަލުން ލަފާކުރާ ގޮތުގައި ގެއްލުނު އިމްޕޯޓް ޑިއުޓީގެ އަދަދު 100 މިލިއަން ރުފިޔާއަށް ވުރެ މަތިވާނެއެވެ.

ކޯޓު އަމުރަށް ހަތަރު މީހަކު ހައްޔަރުކޮށްފައި ވިޔަސް، ސިނގިރޭޓްތައް ޕޯޓުން ގެންދިޔަ މީހުން އަދި ހައްޔަރުކޮށްފައެއް ނުވެއެވެ.
ކަސްޓަމްސްގެ އިސް މަސްދަރަކު ވިދާޅުވީ، މިއީ ސަރުކާރުގެ އަދި ވިޔަފާރި ދާއިރާގެ ބައިވެރިވުމެއް ހިމެނޭ ސީރިއަސް މައްސަލައެއް ކަމަށާއި، ރައްކާތެރިކުރެވިފައިވާ ތަނަކުން މިހާ ބޮޑު ޢަދަދެއްގެ މުދާ ގެއްލުނީ ކިހިނެއްތޯ މިހާރު އަންނަނީ ބަލަމުން ކަމަށެވެ.
