The Maldivian government reportedly owes the Housing Development Corporation (HDC) MVR 10 billion, according to a report submitted to Parliament’s Public Accounts Committee. The debt includes payments for various housing projects and land leases, alongside an additional MVR 1 billion owed from state-owned enterprises (SOEs), HDC confirmed.
Deputy Speaker and committee member Ahmed Nazim revealed that MVR 4.3 billion is owed directly to HDC. This figure includes MVR 1.7 billion for land allocated in Hulhumale’ under the former government’s Binveriyaa Scheme and MVR 3.9 billion resulting from the government’s decision to reduce rents for Hiyaa and Vinares flats.
“This means the government has officially recorded MVR 10 billion as overdue to HDC,” Nazim stated.
HDC is also owed MVR 976 million from more than 500 commercial customers as of August, not including penalty fees. When factoring in rents from businesses and social housing, the total outstanding debt reaches MVR 2.7 billion.
So far, HDC has successfully recovered MVR 223 million in its efforts to collect overdue payments.
HDC Managing Director Ali Zuhair told the committee that the corporation is actively working to enhance its policies and improve recovery of outstanding debts.
“If we have an overdue, it will be difficult for them to do business. They will struggle to continue unless the overdue is settled,” Zuhair explained.
He added that HDC is collaborating with banks and the Maldives Monetary Authority (MMA) to address overdue payments. Part of this effort involves registering tenant credit data with the MMA, a process that began three months ago and is already showing progress.
The corporation also plans to coordinate with the government to resolve cases where members of the public have unpaid rent, ensuring smoother operations and financial stability.
Hanimaadhoo MDP MP Abdul Ghafoor Moosa voiced concerns about the scale of the government’s debt to HDC, warning that the corporation’s operations could be jeopardized without the owed funds.
Nazim also pointed out that the outstanding debt reflects policies of the previous administration under former President Ibrahim Mohamed Solih, suggesting that some of the arrears stem from prior government decisions.

މަޖިލީހުގެ ނައިބު ރައީސް އަދި މާލިއްޔަތު ކޮމިޓީގެ މެންބަރު އަހްމަދު ނާޒިމް ވިދާޅުވީ، ސީދާ އެޗްޑީސީއަށް 4.3 ބިލިއަން ރުފިޔާ ދައްކަންޖެހޭ ކަމަށެވެ. މީގެ ތެރޭގައި، ކުރީ ސަރުކާރުގެ ބިންވެރިޔާ ސްކީމްގެ ދަށުން ހުޅުމާލޭގައި ދޫކުރި ބިމުގެ 1.7 ބިލިއަން ރުފިޔާ ހިމެނެއެވެ. އަދި، ހިޔާ އަދި ވިނަރެސް ފްލެޓްތަކުގެ ކުލި ކުޑަކުރުމާ ގުޅިގެން 3.9 ބިލިއަން ރުފިޔާ ވެސް ސަރުކާރުން ދައްކަންޖެހޭކަމަށް އެ ރިޕޯޓްގައިވެއެވެ.
ނާޒިމް ވިދާޅުވީ، "މާނައަކީ ސަރުކާރުގެ ފަރާތުން 10 ބިލިއަން ރުފިޔާ އެޗްޑީސީއަށް ނުދައްކާ ދަރަނި [އޯވަރޑިއު] ވެފައިވާ" ކަމަށެވެ.
ވިޔަފާރިތަކުގެ ދަރަނި:
މީގެ އިތުރުން، އޮގަސްޓް މަހުގެ ނިޔަލަށް، ޖޫރިމަނާ ފީއާ ނުލައި 500އަށް ވުރެ ގިނަ ވިޔަފާރި ކަސްޓަމަރުންގެ ފަރާތުން އެޗްޑީސީއަށް 976 މިލިއަން ރުފިޔާ ނުލިބި ހުރިކަމަށް ވެސް އެ ރިޕޯޓުގައިވެއެވެ. ވިޔަފާރިތަކާއި ސޯޝަލް ހައުސިންގ ކުލި ހިމެނޭ ގޮތަށް ޖުމްލަ ނުލިބި ހުރި ދަރަނީގެ ޢަދަދު 2.7 ބިލިއަން ރުފިޔާއަށް އަރައެވެ.
ނުލިބި ހުރި ފައިސާ ހޯދުމަށް އެޗްޑީސީއިން ކުރަމުންދާ މަސައްކަތުގައި މިހާތަނަށް 223 މިލިއަން ރުފިޔާ ވަނީ ހޯދާފައެވެ.

އެޗްޑީސީގެ މެނޭޖިންގ ޑިރެކްޓަރ ޢަލީ ޒުހައިރު ކޮމިޓީގައި ވިދާޅުވީ، ނުލިބިހުރި ފައިސާ ހޯދުމަށް ސިޔާސަތުތައް ވަރުގަދަކޮށް، މަސައްކަތްތައް ހަރުދަނާ ކުރަމުންދާ ކަމަށެވެ. ޒުހައިރު ފާހަގަކުރެއްވި ގޮތުގައި، ކުންފުންޏަކަށް ދަރަނި ދައްކަން ނުޖެހި ހުރެއްޖެނަމަ، އެ ކުންފުންޏަށް ވިޔަފާރިކުރުމާއި ކުރިއަށް ދިއުމަށް ދަތިތަކާ ކުރިމަތިވާނެއެވެ.
ޒުހައިރު އިތުރަށް ވިދާޅުވީ، އެޗްޑީސީއިން ބޭންކުތަކާއި މޯލްޑިވްސް މަނިޓަރީ އޮތޯރިޓީ (އެމްއެމްއޭ) އާ ގުޅިގެން ނުދައްކާ ހުރި ފައިސާތައް ހޯދުމަށް މަސައްކަތް ކުރަމުންދާ ކަމަށެވެ. މިގޮތުން، ތިން މަސް ކުރިން ފެށިގެން އެމްއެމްއޭއަށް ކުލި ދައްކާ ފަރާތްތަކުގެ ކްރެޑިޓް މަޢުލޫމާތު ރަޖިސްޓްރީކުރުމުގެ މަސައްކަތް ކުރިއަށްދާ ކަމަށް އޭނާ ވިދާޅުވިއެވެ. ކުލި ނުދައްކާ ޢާންމުންގެ މައްސަލަތައް ޙައްލުކުރުމަށް ސަރުކާރާ އެކު މަސައްކަތްކުރުމަށް ވެސް އެޗްޑީސީއިން ނިންމާފައިވެއެވެ.
މެންބަރުންގެ ކަންބޮޑުވުން:
ހަނިމާދޫ ދާއިރާގެ މެމްބަރު ޢަބްދުލް ޣަފޫރު މޫސާ (އެމްޑީޕީ) ވިދާޅުވީ، ސަރުކާރުގެ ބޮޑު ދަރަނީގެ ސަބަބުން އެޗްޑީސީގެ ހިންގުން ނުރައްކަލުގެ ތެރެއަށް ވެއްޓިގެންދާނެ ކަމަށާއި، މި ފައިސާ ނުލިބި ހުރެއްޖެނަމަ ކުންފުނީގެ މަސައްކަތްތައް ހުއްޓުމަކަށް އައުމުގެ ފުރުޞަތު އެބައޮތް ކަމަށެވެ.
ނާޒިމް ވިދާޅުވީ، އެޗްޑީސީއަށް ދައްކަންޖެހި ނުދައްކާ ހުރި މި ބޮޑު އަދަދުތަކަކީ ކުރީގެ ރައީސް އިބްރާހިމް މުޙައްމަދު ޞާލިޙްގެ ސަރުކާރުގެ ސިޔާސަތުތަކުގެ ސަބަބުން ދިމާވެފައިވާ ކަމެއް ކަމަށެވެ.
